DOB Efforts Lead to Temporary Restraining Order Against Property Owner Who Ignores Stop Work Orders

Thanks to efforts from the Department of Buildings (DOB), a Temporary Restraining Order (TRO) was issued on September 19 against a property owner that failed to comply with the agency’s abatement requirements.

Agents of the owner at 4069–4089 Minnesota Avenue NE ignored seven DOB Stop Work Orders (SWOs) and were assessed $47,493 in fines for working without permits, or beyond the scope of postcard permits. The property also currently has 31 outstanding housing code violations.

DOB referred the matter to the DC Office of the Attorney General (OAG) on August 2, 2024. OAG filed suit on September 9. Based on DOB’s evidence, including testimony by agency officials, Superior Court Judge Kravitz moved quickly to grant the TRO. This is the first step in a lawsuit that could result in a permanent injunction or other relief.
