Zoning Administrator Interpretation 15: Use of a Vacant Lot for Temporary Construction Activities is a Matter of Right Use

The use of a vacant lot for temporary construction buildings, such as a trailer, is allowed as a matter-of-right, under 11 DCMR § U-202.1(p) in all R- zones: 

U-202.1 The following uses shall be permitted as a matter of right in R-Use Groups A, B, and C subject to any applicable conditions: . . . 

(p) Temporary buildings for the construction industry that is incidental to erection of buildings or other structures permitted by this section; 

By reference, this matter of right use is allowed in all other zones.  

The Zoning Administrator has determined that such temporary construction buildings are allowed on the subject lot and on adjacent or nearby lots during the time period beginning with the issuance of an active building permit(s) and ending with the approval of the final inspection for the subject building permit(s).  In addition, the temporary storage of construction materials and the parking of construction related vehicles are covered under this section as well.
