Register a Blight Property

DOB determines that a building is blighted if it is unsafe, unsanitary, or otherwise determined to threaten the health, safety, or general welfare of the community.

In making the determination, we consider the following factors:

  • Is building boarded up;
  • Has the roof been compromised;
  • Are doors, windows, and other opening weather-tight and secured against entry;
  • Are exterior walls free of holes, graffiti, and rotting material;
  • Are all exposed metal and wood surfaces protected from decay by paint, or another weather-coating material; and
  • Are all balconies, porches, signs, and similar features safe and sound.

The full definition of a blighted building can be found in DC Code 42-3131.05.
Blighted vacant buildings are taxed at the Class 4 rate, which is currently $10.00 for every $100.00 of assessed value.

The Vacant Building Administration immediately notifies the Office of Tax and Revenue if a property is reclassified as "Blighted".  It may, however, take up to five (5) business days for the change to be reflected on a property owner’s tax account.

To get property out of blight, abate all issues that cause the property to meet the criteria as a “blighted vacant building” listed in DC Code 42-3131.05.  Typically, this means repairing the roof; securing all openings; repairing damaged balconies, stairs, porches and sidewalks; and protecting exposed metal and wood with paint.
